The player was part of United coach Louis van Gaal's Dutch World Cup squad this year.
If Daley Blind's signing is confirmed it will mark the team's fifth signing of the season, after Angel Di Maria, Marcos Rojo, Ander Herrera and Luke Shaw.
United have already spent more than £130m (€164m) on signings this summer.
