Liverpool say they hope to commence work on their 60-million pounds redevelopment of the Anfield Road end of Anfield by the end of this year.
The expanded stand, due to be completed by 2022, will increase Anfield's capacity to 61,000 - with an additional 5,200 general seats and 1,800 for hospitality.
The second stage of public consultation begins today, with the Premier League leaders proposing a rerouting of the road near the Anfield Road end, rather than closing it.
93 percent of the 800 residents have sent positive feedback to the plans.
"The feedback of our local residents has been essential to the planning process of this proposed expansion," Liverpool's chief operating officer Andy Hughes told their official website.
"We have been very clear from the start that we will only proceed with this project if we have their co-operation, we have a financial model which offers economic stability and we can navigate the complex planning landscape.
"These updated plans reflect that we have listened and we thank all of those people who took the time to share their views with us in the initial stage of this process and look forward to more thoughts on the updates we have made.
"We have completed quite a lot of the design work and internals in the building but we’ve had a long, hard look at space requirements and we have managed to come to a solution where we have shrunk down the ground floor of the building a small amount just enough to be able to divert the road around the back of the Anfield Road stand without going into Stanley Park.
"It is not a significant cost."
