38-year-old McGinley managed Michael Davitt's in Swatragh in Derry until last season and was forwards coach under ex-Tyrone manager Mickey Harte in 2018 and 2019.
O'Neill meanwhile is the current manager of St Canice's in Dungiven and is expected to now combine the two roles.
McGinley takes over from Lenny Harbinson who spent three years in charge of the Saffron County.
He has a family connection to Antrim with his brothers-in-law Tomas and Michael McCann both in the side.
Antrim were beaten by Cavan 0-13 to 0-9 in the quarter-finals of the Ulster Senior Football Championship earlier this month to bring their season to a close after one game.
