UEFA president Aleksander Ceferin says he is looking at changing rules to punish Europe's top teams with a "luxury tax."
The head of European football wants to stop elite clubs from hoarding players.
Speaking at a conference in Lisbon, the Slovenian official who was elected UEFA president in September 2016, craves changes that would limit squad sizes in a bid to bring more equality across the board between the larger and smaller clubs.
“We do have to examine new mechanisms like luxury taxes and, in particular, sporting criteria like squad limitations and fair transfer rules, to avoid player hoarding and excessive concentration of talent within a few teams,” he said according to The Guardian, although he did not explain what form a luxury tax would take.
“We cannot allow the greatness of some to overshadow and drown out the rest. If we allow gaps to become too great we will be neglecting those who have little opportunities. We face a threat that the bottom becomes unstable because the rest of the world is focused on the top.”
At the start of this season, Premier League leaders Chelsea had more than 30 players out on loan.
Meanwhille, Italian champions Juventus have over 50 players on loan from their club at the moment.
