Hoey enjoyed an excellent bogey free round around the Verdura, Sicily course, getting five birdies each on the front and back nines.
On his first nine holes, he birdied the 11th, 13th, 15th, 16th and 17th holes.
Meanwhile, he also birdied the 1st, 2nd and 3rd holes, before adding the 8th and 9th to his tally of 10 birdies.
The other Irishman in action is Gary Hurley of Waterford, who is six shots further back from Hoey and Soderberg on 4-under.
The 24 year old only had one bogey on the 4th but birdied the 1st, 16th and 18th holes. But the highlight of his round was an eagle on the Par 5 9th.
