Tyrone selector Gavin Devlin is facing a proposed ban for his involvement in the half time altercation with Donegal in Sunday's Ulster Football preliminary round clash in Ballybofey.
Both Donegal and Tyrone are also to have been hit with proposed fines.
The fines come after members of the GAA's Central Competitions Controls Committee reviewed video evidence of an altercation as players and officials made their way off the field at half time.
It is understood that no Donegal or Tyrone players have been cited for involvement.
Last year the Cavan and Armagh County Boards were fined €5,000 each for a similar encounter when their players were involved in a pre-match melee.
