Is the transfer of GAA players to Dublin clubs fair?

Are club transfers of intercounty stars to Dublin clubs ruining the club game in Ireland's capital? 

On last night's Off the Ball, Colm Parkinson discussed the ever-increasing issue with Joe Molloy, and he would like to see it rectified.

Parkinson mentioned Coolock side Parnells (a club he once played for) as one of the teams in Dublin who have benefited from the influx of county players from around the country. 

"Darren Rooney, MJ Tierney, Colm Begley, Andy Mallon, Conor Mortimer, Aindreas Doyle, Ciaran McKeever, Rory Quinlivan, Johnny Murtagh. These are inter-county transfers Parnells have made in the last four or five years. How is there no restrictions on how many transfers a club can have? 

Previously, Parkinson spoke about that the Dublin Club Champions should only be represented in the All-Ireland Club Championship by players who have been with the club for at least three years. The idea was given broad support by the listeners of the show. 

He also added that he would like to see a quota system introduced from clubs in Dublin for the use of players from other counties. One text that came into the show suggested that players who transfer from one club to another should also transfer counties. The texter claimed that this would lessen the movement of players for non-genuine reasons.
